Professional Services

Expert execution, deployed on your terms. Project-based depth for the initiatives that cannot be run with internal staff alone.

We step in where you need depth. We leave your team stronger than we found it.
What this is

Depth on demand. No subscription required.

Professional Services is Sentinel's project-based expertise layer, engaged independently, bundled with a managed services engagement, or attached to a formal procurement response. This is where agencies reach when they need deep capability for a specific initiative without requiring an ongoing subscription commitment.

Whether you are planning a major system replacement, navigating a complex procurement, executing a technology implementation, or need structured compliance and audit support, Professional Services deploys experienced practitioners who have done the work before, inside environments like yours.

We step in where you need depth, stay as long as you need us, and leave your team stronger than we found it. That last part matters: knowledge transfer is built into every engagement, not sold as an add-on.

Engagements range from short-cycle assessments to multi-year deployment programs, delivered under the contracting vehicle that fits your procurement rules and budget cycle. Fixed-fee, milestone-based, not-to-exceed, or time-and-materials, whichever model aligns best with your risk tolerance and oversight needs.

What we deliver

Five service lines. Every one scoped to the work.

Professional Services covers the initiatives agencies most often cannot run entirely with internal staff. Deep capability deployed for the duration of the work, with knowledge transfer built in so the capability does not leave when we do.

01

Technology Risk Assessments

Cybersecurity and infrastructure reviews, mitigation planning, and executive reporting sized for the risk profile you actually carry. Assessments that end with a prioritized plan, not a 200-page PDF that sits on a shared drive.

Incident Response & Recovery

Major incident coordination, recovery planning, and post-incident analysis and reporting. The structured response that turns a bad week into institutional learning, not litigation exposure.

Value Assurance Services

Post-deployment governance run under Sentinel Value Assurance™. Independent measurement of realized value, documented vendor accountability, and structured recourse when outcomes fall short of the agreement. Turns procurement commitments into evidentiary records that survive administration changes, audits, and renewal cycles.

How we contract

Four engagement vehicles. Your procurement rules, your risk tolerance.

Professional Services is structured to fit the way your agency buys consulting. The contracting vehicle flexes. The delivery discipline does not.

Vehicle 01

Fixed-Fee

Well-scoped initiatives with defined outcomes. A single price for a specific deliverable, locked against scope creep with change control built into the contract.

Best forAssessments, strategic plans, policy development, and compliance readiness work where scope is clearly bounded.
Vehicle 02

Milestone-Based

Payment tied to deliverables. Each milestone triggers its own review and approval. The agency retains financial leverage throughout the engagement.

Best forPhased deployments, multi-stage implementations, and major procurements where oversight is required by statute or policy.
Vehicle 03

Not-to-Exceed

A firm ceiling with hourly or deliverable-based billing beneath it. Scope can flex within the ceiling, protecting the agency from runaway engagements while preserving flexibility.

Best forAssessments where scope may evolve, incident response engagements, and advisory work with uncertain duration.
Vehicle 04

Time-and-Materials

Billed hourly against a rate card, with transparent weekly reporting. Maximum flexibility for engagements where depth and direction matter more than a fixed schedule.

Best forAdvisory engagements, expert witness support, and work where the agency is defining the problem as we go.

Professional Services can be engaged independently, bundled with a Managed Technology Services engagement, or attached to a formal procurement response. Contract vehicles can shift mid-engagement when scope clarity justifies the change.

Engagement model

Every engagement priced against its own scope.

Professional Services engagements are structured to fit the way your agency buys consulting. Every proposal is built specifically for the initiative it serves. Pricing reflects the complexity of the work, the size and population of the jurisdiction, the department's operational footprint, the risk and compliance profile, and the depth and duration of the expertise required.

Professional Services engagements can be bundled with an active Strategic Governance or Managed Technology Services relationship for continuity. Bundled engagements often simplify procurement, sharpen accountability across the full program lifecycle, and give the agency one point of governance across advisory, operations, and project delivery.

We do not publish standard price sheets because no two initiatives are identical. Start a scoped conversation and we will build you a proposal that fits the work you are actually trying to get done.

Industry Rollout

Public Safety first. Additional industries underway.

Professional Services engagements are active in Public Safety, where Sentinel's practitioner bench is deepest. The same contracting discipline, knowledge transfer, and artifact quality carry across the other four industries as engagement profiles come online.

Scope the Work

The initiative you cannot staff alone? Bring it.

Start a scoped conversation. Tell us the initiative, the timeline, and the contracting vehicle your procurement office prefers. We will tell you honestly whether Professional Services is the right fit, or point you to a better path if not.
